Increasing women participation in local government leadership positions particularly in the 2023 Harmonized Elections

Local Authorities Capacity Enhancement Project - LACEP-Zimbabwe is supporting Women in Local Government from Urban Councils Association of Zimbabwe (UCAZ) as they prepare for the 2023 election. Women in Local Government Forum (WILGF) is a UCAZ committee whose primary focus is to enhance women participation in local government. The forum seeks to conduct leadership training primary focusing on the 78 female councillors whose term ends in 2023. Currently, elected female councillors constitute 14% of the total number of seats in urban councils. women’s representation at local government level has declined and continues to decline. In the last three elections, we have seen this decline ranging from 19% in 2008 to 16% in 2013 and 14% in the 2018 election. This training will go along way in ensuring that the women are prepared for the upcoming elections.

The 2 day virtual transformative leadership workshop is being facilitated by Women's Academy for Leadership and Political Excellence. If female councillors are capacitated on how to develop a good campaign strategy and manifesto, their leadership skills are subsequently strengthened, and their confidence enhanced. As a result, female councillors will retain their seats in 2023 Harmonised Elections

The purpose of this training is to ensure that:

  1. The 78 female councillors retain their seats in 2023 Harmonised Elections
  2. Female councillors are able to serve their wards by coming up with achievable campaign manifestos
  3. Develop campaign strategies that will build their confidence and sharpen leadership skills


The expected outcomes of the training are that at least 70 % locally elected women retain their seats in the 2023 harmonised elections. In addition, more women councillors to active roles within council such as mayorship or deputy mayorship
